The design challenge is to choose a level of resource detail the organisation can maintain reliably. More granularity is not automatically better if the underlying data and management behaviours cannot support it.

- Define the resource organisation, groups, roles and skills that are genuinely useful for planning.
- Decide when named-resource assignments are needed versus role- or group-level capacity.
- Align allocation and capacity periods with how managers actually plan work.
- Consider rates and financial implications only where the data can be governed consistently.
