The recommended implementation sequence distinguishes Enterprise Agile Planning – Basic from Enterprise Agile Planning – Comprehensive. Basic uses the Essential configuration for minimum capability; Comprehensive introduces broader Large Solution, Portfolio or Full configurations.

ServiceNow explicitly notes that Basic and Comprehensive describe phased implementation, not different plugins or licences.
